Napster offshore?

Saw this pretty interesting article on a Canadian named Matt Goyer, who plans to set up a clone of Napster off the shores of UK on a sovereign island. The company he has in mind to cater for the hosting is HavenCo Ltd. which rents computing
power and Internet data storage space to those seeking to avoid government laws. Their facility operates from an ocean platform called Sealand, which has been up and running for about 30 years. Sounds like a pretty interesting plan actually.
