Clinton, who many expect will seek the Democratic nomination for president in 2016, exclusively used the address HDR22@clintonemail.com to communicate both personal and top-level Cabinet business, the New York Times first reported Monday. Her judgment has shocked Internet security experts and transparency advocates, who have suggested the decision was motivated by a desire to avoid public disclosure requests.
